Bad-Guy Battle!
Zoltar: The evil leader of Spectra (does KIA know their car is evil?), always foiled by G-Force. Best huh? moment in kids TV when Zoltar was unmasked (he's a she?).
Dr. Klaw: The evil leader of MAD, always foiled by Inspector Gadget. Never seen except for his metal hand, and his ominous voice. Dr. Klaw was never caught (like his James Bond counterparts), and never repented (like Austin Powers' Dr. Evil).

Claw wasn't fond of showing his true identity. Thus he must have been insecure about himself, which is not the best of BAD GUY skills.

I don't know...how can you vote for someone you don't know? And yet, you never see him and therefore he has a compelling advantage. Zoltar steps into the ring but does he even know (outside of tell-tale clawlike give-aways) who he is fighting? First round to the CLAWSTER! After that I think Zoltar trips over his cape and he's down for the count!
My theory is that Dr.Claw was just a 10 year old kid with an iron glove and a voice modulator.
Plus his plans were always foiled by the bumbling inspector gadget.

I'll say this in defense of Klaw (although I know most already know it): the hidden evil dude in armchair with the kitty is of course a reference to Ernst Stavro Blofeld, nemesis to James Bond, also effectively parodied by Mike Myers in the form of Dr. Evil.
Having said that, Blofeld revealed himself to the camera in 1967's You Only Live Twice, and then again in other films.

Dr. Klaw, evil genius foiled by the ineptitude of the agents of MADD, but i'd still rather have the "Klaw" on a t-shirt than that other guy - who i now read is a chick.
